Major General Plan Amendment Cases, Process, & Timeline

State Statute requires that all major General Plan amendments be presented at one City Council hearing per calendar year – the same calendar year in which they are initiated. There are two major General Plan amendment requests this year. The first, Desert Mountain Parcel 19 (5-GP-2016), has been initiated by a private applicant. The second major, City of Scottsdale General Plan 2035 (Case 6-GP-2016), has been initiated by the City of Scottsdale.

Desert Mountain Parcel 19 (5-GP-2016)

5-GP-2016 is a request by the applicant to change the land use designation from Employment, Office, Commercial, Developed Open Space, and Rural Neighborhoods to Suburban Neighborhoods and Developed Open Space (Golf Course) on a 93 +/- acre site located north of the northeast corner of Cave Creek Road & Pima Road. The applicant is also requesting a rezoning in order to develop a 190-unit single family residential community with an integrated, 18-hole short game (par-3) golf course and clubhouse. For more information on Desert Mountain Parcel 19 (5-GP-2016), please see the Case File Sheet.

Scottsdale General Plan 2035 (Case 6-GP-2016)

Public meetings begin in August on Scottsdale General Plan 2035. State law requires the city update its General Plan every 10 years. The General Plan is the primary tool for guiding future development and the character of the city over the next 20 years. A citizen Task Force completed the draft General Plan 2035 in November 2014. The city is launching a six-month process that may lead to its adoption. Public meetings include a City Council study session on August 30 to discuss community-suggested changes to the draft plan. Additionally, three open houses are planned in September for further community review and input on the draft plan. The Planning Commission will hold public hearings in October and a City Council hearing regarding adoption of the plan could take place in December. If adopted by the City Council, General Plan 2035 would be sent to the voters for ratification in 2017 or 2018 per Council direction. The public can review the draft Plan and submit feedback at General Plan 2035. Learn more information about the plan and upcoming public meetings on the Case Info Sheet. For more information, contact Project Coordination Liaison Sara Javoronok, at 480-312-7918, or sjavoronok@scottsdaleaz.gov.

Nominations open for disabilities awards

The public is invited to nominate deserving people for the Mayor’s Committee on Employment of People with Disabilities Awards. The awards serve to thank those who provide counseling, education and employment opportunities for individuals with disabilities. They also recognize individuals with disabilities who have provided outstanding examples of courage, perseverance, continuous learning and leadership within the community. You can nominate people in categories that honor teachers, students, employees and employers through Wednesday, Aug. 31. The awards program will take place in the fall. Get more information at ScottsdaleAZ.gov, search “disabilities awards.”

City Council on summer recess through Aug. 29

The Scottsdale City Council will not conduct City Council meetings until members reconvene for a Tuesday, Aug. 30, meeting. However, if necessary, the Council could set special meetings and is available to citizens throughout this time. To confirm meeting dates, go to ScottsdaleAZ.gov, search “council agendas” or call the City Clerk’s Office at 480-312-2412.

City Council adopts fiscal year 2016/17 budget

The City Council unanimously passed this fiscal year’s budget and capital improvement plan Tuesday, June 7. The budget balances modest projected increases in revenue with additional expenses in priority areas. The fiscal year 2016/2017 budget took effect July 1. Review the budget and the 2014/2015 financial reports at ScottsdaleAZ.gov, search “budget.”

Latest status updates on City Council priorities, performance measures available

The latest version of the organization strategic plan includes status updates on each of the City Council priorities. In addition, the latest version of the Quarterly Performance Report provides updates on performance measures included in the adopted budget. Both reports along with the City Manager’s Office reports to citizens, citizen survey results and other related reports can be found at ScottsdaleAZ.gov, search “performance.” Contact Brent Stockwell, assistant city manager, at 480-312-7288.

Early voting takes place at City Hall

In-person early voting for the primary election continues from 9 a.m. to 5 p.m. weekdays, through Friday, Aug. 26, at Scottsdale City Hall, 3939 N. Drinkwater Blvd. While Scottsdale will not hold an Aug. 30 primary election, we are still serving as an early voting location site. Only two candidates filed to run for mayor and four filed to run for three City Council seats by the June 1 deadline, making a Scottsdale primary election unnecessary. In addition to the mayor and council races, Scottsdale voters will decide a proposed amendment to the City Charter. We’re expecting a higher than normal voter turnout. You can avoid long lines by not waiting until the last week to in-person early vote. Find more information about Scottsdale’s 2016 election, including links to voter registration and early ballot requests at ScottsdaleAZ.gov, search “elections.”
