  1. Any discussion of construction on the Preserve of one acre or larger without a vote of the citizens who voted to tax themselves to purchase a “Preserve” is in violation of the Scottsdale City Charter.
The “Preserve” is “land left in its natural state” – If any 4 people on the City Council can vote to change the land from its “natural state” by construction, then there will be no stopping any future Council from building anything 4 of them want – or are induced by developers, to support. We must fight for the Council to acknowledge that they do not have the unilateral power to destroy the Preserve.
