What the Petition Says
Petition in Opposition to Scottsdale Rezoning of State Trust Land, 19-ZN-2014
To: City of Scottsdale From: Greater Pinnacle Peak Association/Friends of the Scenic Drive (GPPA)
I am signing this petition at the request of GPPA. I am opposed to the proposal to “transfer” commercial and resort/tourism zoning to east of Scottsdale Road, between Happy Valley and Jomax Roads. The commercial and resort/tourism zoning should remain where it was shown on the 4-GP-2002 map in the 2002 City of Scottsdale General Plan ratified by voters in 2002. This is the best location for four reasons:
1) Scottsdale’s voter-approved 2002 General Plan reflects actual community needs.
2) Scottsdale’s Scenic Drive with its long history and heritage should not be sacrificed and squandered.
3) Community balance and fairness are essential.
4) Funding sources should be explored to better accommodate the Recommended Study Boundary intent per the 2002 City of Scottsdale General Plan.

I am opposed to rezoning of the two postage stamp State Land properties bordered by Pima, Jomax,
Dynamite, Happy Valley and Scottsdale Roads. The voters voted and approved legislation which
zoned this land rural neighborhood via the General Plan approved in 2002, nor in the 2006 revised
version of the General Plan. If any zoning changes not consistent with the General Plans
are to be made, they should be submitted to the voters for approval. Otherwise, it does not seem
lawful for the State Land Department or the City Council to arbitrarily rezone the land to
commercial/resort zoning.

GPPA-Friends of the Scenic Drive is temporarily suspending the Save the Scenic Drive petition drive. The State Land Department is amending its City of Scottsdale zoning request. The new request still must be formalized and move through Scottsdale’s approval process but it appears to have much more support than the state’s initial request. It is expected that GPPA’s board, which met with state and city officials last week, will vote to support the new request at its December meeting. Note that the request only impacts the zoning. It is still possible that Scottsdale could include the land as part of its preserve in the future. That is a separate question that will involve considerable future discussion by Scottsdale residents and leaders. This is good news. Thank you for your support! More detailed information will be published in the near future.

This is wonderful news. My hope is that the postage stamp
plots will be included in the Preserve eventually, even
if this necessitates sending the decision to the voters.
