A Washington DC lawyer however has indicated that this is happening all over the country , and is up to a COURT to decide; not the city’s legal counsel. The issue is ” what was in the minds of the voters at the time they voted . Were they thinking primarily about land acquisition, and minimal construction for trailheads and maintenance? Or were they OKing a major tourist attraction? Pretty sure how that would come out. So why this breech of trust with the people? It is very disturbing.
